I think I'm overthinking things but I need help figuring out if we need my kids booster seat.
We are flying to nintendo land in California on Thursday. Then we are taking a shuttle to the hotel which is like 45 min, the service is Karmel shuttle.
A booster is just to help position the shoulder belt, right? If the shuttle just has lap belts then it would be moot, correct?
How old is your kid? My kid is 7.5 and I probably wouldn't bother with anything in this situation. I believe you are correct that the booster is just for positioning the shoulder belt.

The booster is actually designed to position the lap belt as well, not just the shoulder belt. It redirects the lap belt to low across the lap, keeping it lined up with the skeleton instead of the belt cutting across the soft tissue of the abdomen.
However, no boosters can be used with just lap belts, they are only designed to use with lap/shoulder belts.

I would ask the shuttle company because CA law for cars says that she'd still need to be in a booster, but I don't know if that's different for a shuttle bus.
Yes, it is to position the belt so it's not across their neck. I wouldn't bother if you really won't ever be in a vehicle with a standard belt, but they do make travel boosters if you need one.
