So... this is very much normal for middle of nowhere rural America. Chicken killing dogs don't get very many chances, if any, as the rural lore is that once they start killing chickens they won't stop. It's common to try to train the dog to not kill chickens by tying a dead chicken around the dog's neck, and if that doesn't work you put the dog down. Nuisance animals get the same treatment, aka kill it and move on. I'm not at all surprised she included this in her book as she probably didn't think it was wrong.
Obviously the dog stuff is crap. Dogs are trainable, and failings for the dog fall squarely on the owners shoulders.
This is absolutely a thing in sporting and working dog circles. I follow rescues in Kansas and Nebraska that pick up hunting dogs like Cricket that are discarded in fields, starving, sometimes shot, bc they are gun shy. There is a book, still in print, at REI about gun dog training that recommends putting gun shy puppies down.
Thus is cruel and outdated. The thing about Noems story is that it's not like "oopsie! How'd this make it in here!"
Uh. No. The book has been workshopped and edited and eyes have seen that (and every other) story. It's crafted to frame her as a a true American Badass who is "tough" on the rebels and will put down those who push her: you know, bitches (females), the young, vulnerable, and those who can't advocate for themselves.
Her and her team thought the public was going to respond like she was some...idk Yellowstone, Beth Dutton or something and it truly backfired and now they have to reframe like she was sceered for her kids.
Morons. But make no mistake the whole thing is stage craft.
To add, I also think this is a shout out to the people of her party obsessed with guns. The ones who need to have all the guns when they're not hunters and they live in the most suburban suburb possible. She's trying to send the message it's ok to use that gun to shoot any animal you encounter ranging from a bear in your backyard to your neighbor's dog because reasons.
When we start seeing the news stories of neighbors shooting pets belonging to other neighbors, people will point to her of why this kind of twisted behavior is totally ok.

This is why I think the details of the goat story are so bizarre. Because yes, I think you're right that this is a nod to "hey I like guns! do you like guns?" crowd. But actual hunters I know would read that story and think she's a flaming idiot for using underpowered shot to kill a big animal.
