Even if they receive the warrants, nothing actually changes, right? The likelihood of Netanyahu or Sinwar actually being arrested seems pretty slim.
Yes, it's largely symbolic. Putin has had an ICC warrant against him for years. The only way it would be enforced is if they traveled to a participating country, and that country arrested them.
The US pulled out during the Bush administration because US troops were being accused of war crimes in Afghanistan.

FWIW, the accusations against the US were largely proved true. If you remember, most of it centered around interrogation methods by the CIA, and treatment of detainees by US service members.
