I'm pessimistic. I see zero percent chance of Israel agreeing to phase 1. This was proposed by them? That's how the post reads to me

I agree this is the stumbling block. I just don't see Netanyahu making the first move towards peace. (I also don't see Hamas doing so.)

The post indicates that this came from Israel and was transmitted to Hamas via Quatar. I’m honestly kind of surprised that Israel would propose this, but it could be that they don’t expect Hamas to go for it anyway?

Spokespeople for Netanyahu have said that he's not on board with this latest proposal either. He has no interest in resolving anything. He needs to be removed immediately.

It reads like a proposal from McKinsey or BCG.
