I just give DD things I've used but then decided aren't for me or were the wrong shade (like for foundation, she is always lighter than me) or are almost gone and I'm getting a new one (like eye shadow palettes), or samples I've gotten that I don't even want to try (like mascara since that's one thing I won't share, I know sharing makeup in general is not good). And then once she's tried those, she has a better idea of what she wants. She asked for liquid eyeliner after I gave her a pencil eyeliner, and I didn't have any of that, so I just bought her whatever looked easy to use from Target. She doesn't wear makeup regularly, but likes to play around with it while watching tutorial videos.

My girls started with makeup we bought for dance recitals, which was mostly Maybelline, cover girl, elf. Then slowly added more expensive brands with their allowance or as birthday or Christmas gifts, for example, Rare Beaury blush.

DD is 11 and wears a combo of ELF and more expensive stuff that she buys with her allowance. In my purchase history I can see Summer Fridays Lip Butter Balm, Rare Beauty Lip Oil and Rare Beauty Liquid Blush. If she's actually looking for skincare and fragrance, the "popular" brands among DD and her friends are Sol De Janiero (the spray or jetset kit), Bubble Moisturizer, and Touchland hand sanitizer.
My 15 yo is. Into Sephora stuff now. Summer Fridays, Sol de Janeiro, etc. also loves Elf and the Elf lip oil that is a dupe for some expensive kind. I don’t really feel like my younger kids need the expensive brands yet, personally.
If you think she would be happy with anything and doesn’t have any specific desires that she has picked up from YouTube, or TikTok, just go to Ulta or target and pick up a couple things you think look fun. I like definitely a lip gloss, maybe some kind of face, palette or basic eyeshadow, a little blush. You can get clear mascara if you want to try that.

My 11yo is big into experimenting with makeup and we've gotten a ton of mileage out of the palettes that ulta carries. They're reasonably priced and most of them are cruelty-free if that's something important to you. This is the one we got most recently, I can't find it on the actual Ulta site but they probably have something similar if not this exact one - Ulta Beauty Box Social Butterfly Edition

My DD just turned 12 and this is exactly what it's like in our house, too, down to the brands and using birthday/allowance money to purchase Sephora/prestige brands sparingly.
I have found the salespeople at Ulta to be very kind and helpful for my tween, steering her to ELF, NYX, and other more affordable brands and to safe skincare. They've never suggested anything that I am uncomfortable with or object to so don't be shy about asking for guidance.
