This is scary and I wonder what group will take responsibility for it.

If you know anyone who is there, struggling to get to where they need to be, most mid-size to large train stations have car rental places and G7 is a taxi app that works better than Uber in Paris. I used Sixt for a car rental last summer and they never asked to see my International drivers permit from AAA, but I did get all the extra insurance. We booked it online and were able to pick up from one train station and return it to a different train station.
