I need help shopping for a cocktail dress

I am not having any luck and I have less than 2 weeks- wedding in Kansas City, cocktail attire. I was hoping for a navy or dark(er) floral dress but I'm open to anything. I usually don't have trouble shopping. 
I'm a busty size 4 and I'm willing to spend up to ~$300 for a great dress. I'm 5'1 and above the knee looks better on me vs. midi.

Have you considered Rent the Runway? It was less of a thing when I was going to lots of weddings, but sounds ideal for your situation. Otherwise I'd probably head to some departments stores like Nordstrom to try stuff on, especially in petites sections.

I scoured Nordstrom which is my go-to and also nada.
Also checked Anthro, Shopbop, and Revolve.

When I was shopping for wedding dresses recently, I ended up picking an Adrianna Papell dress last minute. It shipped quickly but might also be able to find at local department stores. I was looking for a long dress, but on the site you can select 'wedding guest dress' and then filter by knee-length. I am busty and short, and I was surprised to find a dress that fit me so well off the rack.

I was going to recommend Lulu's as well, I've bought most of my cocktail dresses there for years and just bought something for a black tie gala there.
