Are they self-consious of it? If not, I wouldn't say anything about it. If so, I would probably discuss all options and let them decide. I do not have children, but I do have a tween niece that waxes so I don't think its too young. I'd go along with what they're comfortable with.
They haven’t mentioned anything and I wouldn’t otherwise think he was needing to do anything but I found a hidden razor in his room(Can’t see evidence that he has used it) so I wanted to approach the topic with him and offer some options for his consideration in hopes we can decide on proceeding with something we both feel comfortable with . He likely doesn’t know there are other options beyond a razor (bleach, sugaring). Also wondering from experience if electric vs standard razor is “better” for a 12/13yo

When my son was about 12, he had noticeable facial hair. He was too nervous to say anything or ask so my husband just casually asked him if he wanted to do anything about it and he immediately said yes. Bought him an electric razor and he just takes care of it on his own when he wants to. I think he was happy we approached him about it because he was embarrassed to ask about it himself.
I would take the “casual mention” approach, and be prepared to get him an electric razor. I’d hate to think that it’s bugging him and he’s just too embarrassed to say anything.
IME, most boys who identify as such, are quite pleased with their barely-there facial hair and look forward to grooming. DS loved getting an electric razor in middle school; he believed it would make the hair thicker and more noticeable.
Most teens I see just leave it and/or trim it. My son just trimmed sections like between eye broes and rogue stragglers. He's 18 and every now and then he will shave it off.
15yo doesn't have any yet.
Oh and we just got him a small electric trimmer to start.

Id just get him an electric razor and tell him he can use it if he wants to. When DS started getting facial hair I asked if he was interested in one and he said yes and started using it when he was ready. Now he uses a regular razor and shaving cream.

Looks like the OP deleted? But my 13DS has been shaving his unibrow and little mustashe with a Tinkle for a a year or so. It doesn't come back thicker. He has a small electric razor too but really doesn't need it.
