I *hate* clothes shopping. DD wears primarily TCP size M cartwheel shorts to school, but winter is coming. She rarely wears pants or jeans. We need pants/jeans. I’ve ordered multiple pairs and failed. Our mall no longer has much in the way of ‘middle kids’ places (justice, gap, etc) and I don’t know which other stores would work. I’m awful at clothing for myself and even worse for her.
I’ve ordered kids size 12 from Target, hugely big. Size 10, still big waist wise (but we’d settle) but is ultimate high waters.
Is there a brand/store we should be looking at?
Waist - 24 Upper hip - 26.5 Hip - 29.5 Inseam - 26
You can probably can start looking at stores like American eagle/ aerie. They have XXS/ OO sizes that look like they would meet your DD's measurements.
We have had luck at Old Navy (their skinny jeans) and generally for all kinds of clothes at Kohl’s.
Ditto for Kohls. I had the same issue with DD1 who is 9 and tall and skinny. We tried on a bunch of jeans and she ended up with some jeggings that worked. I need to take her again this year.

I have given up on jeans for my kids. They’re both short and they have never found jeans comfortable nor have they fit well. So basically I’m no help! LOL.

My DD mostly lives in sweat pants these days, but if she had to wear jeans, she would want the stretchy ones with an elastic waistband from Kohls. I think they are Kohls clothing brand (that I can't think of the name of right now) so even eligible for coupons.
How old? If junior high age I would look at AE or Hollister. You may have to order online but AE has like 00 x-short that may work.
DD hates jeans but needs them for the occasional school event. These stores have worked the best for her. She mostly wears shorts whatever the weather though.
My kids won’t wear jeans. DD1 has one pair of lulu leggings and basically wears them every other day. DD2 is a size M at target and wears Xxs at aerie - she likes their leggings and the target All in motion ones. The aerie ones have some different lengths and the 7/8 ones are good for mine but yours sounds tall so maybe the full length ones would be good?
My kid also won't wear jeans (too stiff/scratchy) so I get fleece-lined leggings for her for winter. Usually all I need to worry about for fit is the length.
You never said how old, but my fourth grader mostly does not want to wear jeans. My sixth grader is just starting to wear some jeans some days but prefers athletic leggings. Kids seem to love the “All in Motion” brand at target. Leggings and joggers seem easier to make fit than jeans.
Gap Kids jeans probably still have adjustable waist, and they used to come in slim. Probably still do. I think Lands’ End runs tall and slim.

I'll add another kid that hates jeans and will only wear leggings. She has a couple cheap pair from Walmart that have adjustable waists. She's moving into women's sizes, though, so we'll see what happens then.
These are the only jeans I can get DD to wear. I think a few PP's mentioned Kohls jeans. It's probably these, they're an in house brand SO.
The pants are super soft, like sweatpant material. We need to size up for length so the waist is a little too big. There's elastic and a drawstring in the waistband which helps a bit.
I don't know my DD's measurements, but she's turning 9 in a few weeks, and is roughly a size youth S in circumference, M in length. She wears a lot of athleisure. Lots of ON and Target's house brand (is it In Motion?) leggings in particular. For jeans she wears Gap kids skinny jeans in slim sizing.
She'd live in leggings if she could, but school uniforms policy is murky on leggings. She's been getting away with the cartwheel shorts because her shirts are all long enough to cover them and they're clearly not *that* picky. But she hasn't been able to give me a good idea on what does/doesn't get dress coded.
She can wear black jeans with the uniform. So we're hoping to find some that she likes. And I selfishly would like a pair for her for this weekend for family photos, but less important.
We have a Hollister in the mall near us that I've never been inside, so we may start there. We've tried Kohls over the summer and she didn't find anything she liked, but maybe they'll have more options with their fall/winter selections.
When DD was 4-6th grade and needed jeans but we couldn't find any instore I used Thread-Up as they had tons of 000, XXS, 00 and most you could google search brand and style to figure out measurements. The only reason DD wore jeans during this time was because she was riding horses and needed them.
She now wears jeans (8th) when it is too cold or wet for leggings. She still wears 00 but instead of super skinny she wears boot cut as the skinny jeans she can't get them up her muscular legs.
Abercrombie kids! Their jeans come in short/regular/long and they have a 7/8 then 9/10 so you don’t just jump up to a size 12. My dd is 9 and this is the second year in size 7/8 but this year she needed 7/8 long vs regular.
DD has shorter legs but the rest of the measurements are around the same. She found AE 000 to be too long, so they may work for your DD. She ended up finding wide leg jeans from the kids section of H&M.
You actually have a lot of options! My dd is a similar size, she has jeans from Abercrombie kids (she needs a long so I order them), AE, Hollister, and Altar’d State. I just have to check measurements carefully and order short length at the actual teen/adult stores.
