I pumped and billed. It's all about the "Easy Expressions" hands-free bustier. I could write emails, briefs, etc. without issue while I pumped. I even wrapped the motor in my cardigan to muffle the noise and then pumped while on a conference call on more than one occassion. You do what you have to.
I didn't enjoy it, but I could do things at my desk while pumping, esp. in the beginning.
As the year wore on and I had supply dips, it got more frustrating and I had to do more compressions, etc., so emailing etc. while pumping wasn't as easy.
I work in a cube and go to the lactation room to pump. Sometimes I print documents or take my laptop in there with me, but I find it difficult to be productive while I pump. I don't have billable hours, so it's not such a big issue for me and I don't stay late to make up the loss in productivity unless I have something pressing going on.
Don't pump in a cube! That reminds me of the woman who pumped (manually!) while giving a presentation at Volenti's seminar/conference. I loved that story.
I pump and work at the same time. I have my own office though, I'd never do it in a cubicle. I was actually more productive when I was pumping since I was stuck sitting down and facing my screen and couldn't get up and chit chat, do things around the office, etc.
Since I will have to go to the lactation room, I won't be able to work during those periods. So, regarding the original question, I was wondering how people handled the billing for that time away from their desks.
If you have to go to a lactation room to pump, I would try to take print outs of documents to review while you are there, or respond to emails on a phone or ipad. I may be a little harder, but there are certainly tasks that you can bill for when away from your desk.

I worked while pumping, but I still felt less productive because I had to interrupt my work every few hours to set everything up, pump, put everything away, clean up, store milk, etc.

Pretty much this exactly. My schedule is so fluid (sometimes working less than 8, sometimes more than 8) so it all evens out. My boss is fine with that.
