DH and I have a name we are seriously considering for this baby.
There is a woman who works in another department at my company, and she is the only person I've ever known with this name. I don't know her personally, but we have interacted once or twice by phone and email.
Would it be totally creepy if I emailed her and said that I'm considering X for my baby's name, and does she like her name, etc?
I wouldn't email her specifically about it. But if you happen to talk again, just say "Oh, I've been meaning to tell you--our top name choice for DD is _______. You have a beautiful name!" I wouldn't ask her if she likes her name.
I don't think it's weird. Maybe a little odd if it's totally out of the blue, but not weird if you happen to be talking to her.
I can understand why it would be nice to talk to someone with that name to see what they think- was it always misspelled or mispronounced, made fun of, etc?

This - it would be good to check with her that it doesn't have a terrible nickname or something that you haven't thought of!
