We have good friends in both cities, both there for a couple more years. Would like to go and take dcs next summer for 2-3weeks. Ds will be 7.5, dd will be 3.5.
WHich would you pick? 2-3 weeks in South America (DS is in SPanish Immersion and can handle basic conversations etc) or 2-3 weeks in eastern Europe (where apparently a lot of people speak English).

By summer I'm assuming you mean Jun-Aug? I would not go to Buenos Aires during those months if I had the choice to go in the future at a better time of year. It'll be winter in the Southern Hemisphere, and I'd rather go to Budapest in summer and save BsAs for a trip in Aug-Dec or Mar-May (Jan/Feb can be stiflingly hot and humid). Especially with 2-3 weeks, I'd want to go to Patagonia, which is pretty much impossible Jun-Aug.

Due to the time of year and weather, I would definitely pick Budapest over BA. I spent 4.5 days in Budapest a few years ago including a day-trip to the Danube Bend. I haven't been to Buenos Aires so I can't compare the two, but I visited Budapest last month and really enjoyed it. It was one of my favorite cities during my 4-week Central and Eastern Europe trip.
As PPs have already mentioned, the time of year and weather would also sway me toward Budapest. With 2-3 weeks, you would have plenty of time to explore the city as well as a few other nearby towns.

We didn't have too many problems in Budapest, but if you plan to get off the beaten tourist paths at all, I would definitely bring a phrase book and a notepad. In Villány, we encountered some people who didn't speak a word of English, and I couldn't really pronounce Hungarian, so I had to write down whatever I wanted to say. I would definitely say that more people spoke English in BA than in Budapest. In fact, they even spoke English to DBF there instead of trying to deal with his Portuguese!
I prefer Buenos Aires to Budapest, but I agree with pps that the weather will be better in Budapest that time of year. Temps in B.A. will be in the 40s-50s; not terrible, but not ideal for sight-seeing either.
