Depending on age -- Pirate's Booty, veggie straws, mini flavored rice cakes, popcorn, fruit leather/fruit twists, dried fruit/raisins/Craisins, Plum Kids Fruit Shredz, yogurt-covered raisins, applesauce or other fruit pouches, individual bags of prepackaged apple slices, Goldfish/Cheddar Bunnies, string cheese, nut-free trail mix (we make our own with Goldfish, raisins, Craisins, and dried apricots), animal crackers, Teddy Grahams, cereal bars, banana chips
Little bags of Goldfish and raisins mixed together would be Halloween colors. You could get all fancy and tie them with orange and black ribbon.
I was going to suggest pirates booty. Target has halloween packs of 24 small bags right now.
I would do this. It is safe for and generally well liked by all those ages, and it is close enough to junk food to be fun for the kids without being really terrible for them.

you have a ton of ideas up there - nut free isn't so hard unless it can't be manufactured in a plant with peanuts. then it gets harder. but everyone has great ideas.
I know you asked for snacks - but for halloween treats I buy little playdough, tattoos, stickers, pencils, etc... as well.
