I'd hang big towels on the stick out bar and washcloths on the top. I wouldn't want the washcloths covered by towels, they wouldn't dry as well and would stink

Hmm, now I think the picture is wrong. The directions in the box show it hanging DH's way.
I held it to the wall and tried it both ways. If it's the way it's shown in the photo, it's really hard to get the back towel on because it's very close to the wall and that towel can slide off the sides.
I would do it the way it is pictured. I always thought a double towel rack had the second set of towels lower in front. Having them lower in the back doesn't make sense.

That's what I thought too when I saw it. It would be hard to access anything on the back if it was lower and there was something in front of it.

That is so funny, because I have never seen anything but the outside level or higher than the back. With hand towels or washcloths in front, it isn't hard to reach the bath towels in the back if they are lower.
