I'm debating droid vs. iphone, leaning towards droid, and I keep reading about this thing. I looked it up, but it really doesn't seem like a big deal that the droids don't have it yet. Does it matter?

The different Android versions are named after foods & in alphabetical order. Gingerbread was the last phone version, as honeycomb was tablet only. ICS brings the two together. So basically, if you buy a phone that is running Gingerbread or a tablet running Honeycomb you're getting 2010/11 versions whereas Ice Cream Sandwich is the 2011/12 version.

Yep, it's an OS - I believe it's the newest version available (although there are always ROMs coming out for phones if you know a techie person who can root your phone and flash a new ROM on ... but I don't recommend it unless they really know what they're doing). Mr. Bang is big into Android development and stuff at work so I'm always hearing about new versions of phone OS.
