I'd c&p the full version but I'm too lazy to edit out all the stupid pictures.
Yes, the school sucks but they have a strict dress code, particularly for hair. There's no way the father didn't know this when he set his daughter up for this crap.
And you can't tell me any reasonable adult couldn't infer from the restrictions that this hairstyle wouldn't be permitted. He's being deliberately obtuse.
I would not have inferred that this wasn't allowed for picture day. There's no ribbon and no braid, it's just a ponytail wrapped around itself. Picture day is a dress up day. And lets be honest, when they say "Hair braids/beads may not be worn." they mean you can't do this:
This is a school that's anal about what color hair ribbons you can wear. To me, that implies they are quite anal about everything, especially noticeably different hairstyles.
I wouldn't have inferred, from the section of the school handbook that was excerpted in the article, that this hairstyle would be a problem. It's not braids, it doesn't involve beads. It's an updo. It's cute.

They need to get anal about clarity in their written guidelines.
"I am so disappointed," Marcello told the Mail. "I could understand if Marcella arrived with her hair dyed or something, but this is an elegant look which I think the school should be proud of."

This.
But, the article says " Marcello, who made headlines last year as an outspoken British reality show contestant, posted his own photo of his daughter's bow-style on Twitter"
Well, Dad got his name in the press which I am sure was his goal anyway.
Bingo. You know how I know he knows he broke the rules? Because he's a reality show contestant and professional hairstylist, and the only way to get in the paper is to do something you know will piss them off.
