I live in Central PA. I have a flower bed that is under the rain gutter, so no rain gets it and gets direct sun. Years ago, it had overgrown evergreen shrubs. They were torn out and it was a dry dirt area.
We have since built it up using landscaping bricks and I'm trying to find something to plant in it. Two years ago I did marigolds and geraniums, and watered with a hose, but they didn't last. Last year I did two hostas and a yucca plant. They did ok, but neither one came back this year.
Any other suggestions? Should we go back to mid sized evergreen shrubs...like emerald arborvitae?

I'm assuming they died because you didn't water them. And if that's the case, you don't need plant suggestions, you just need to keep them watered for a few years to establish them. I'm assuming this because yuccas don't "come back" in the spring, they're evergreen. They don't go away for winter.
