Does he do his business on walks? Can you put a leash on him and pretend to walk him around the backyard? Does he have a crate inside the house (to prevent him from having an accident inside)?

Ditto PPs on taking him out on a leash/long lead so he physically can not get away from you to jump the fence. It might take him a while to get used to doing his business while attached to you, but you basically return to housebreaking 101 and crate/confine him after coming back inside if he didn't do anything (and you know he needs to).
If you do the tethering, it might take a while for him to get used to; our neighbors dog sat for us while we were on vacation, and they tethered Zoey in the backyard the first day or so when they let her out to do her thing/eat (she eats raw) because they don't have a completely fenced yard. It turns out she didn't know what to do with herself on the tether, and didn't eat/potty while she was on it. It's something new to get used to, so you'd have to give it time.
