I have 3 Hydrangea plants planted very close to each other....done by previous owner. The end two are decent sized, but the middle one hasn't grown much.
I would like to dig the middle one up and give it to my sister. When is the right time to do that?

I've moved hydranges year round, but the best time is when they go dormant for winter. It would be GREAT if you could root prune it NOW by digging a trench around it. Maintain the trench all season and provide all three plants with plenty of water - more than usual. This will encourage root growth within the root ball you're going to create when you take the plant up in the fall.
I agree with TD (that sounds so strange to say instead of NB). But we can't transplant in the winter here because the ground is frozen. I would do it in mid-fall in our climate.
Yes root pruning would be a great idea now while the plant is still generating new roots. I've never done it with a trench though. We normally circle the plant with a sharp shovel instead going the full depth of the shovel all the way around. Make sure you have a good size ball. instead. Then baby it and give it extra water until it's time to transplant.
