Since DD was born (she is 8 months now), she has had a light on in her nursery every single night. It's a small table lamp with a 15 watt lighbulb in it. So it's very dim, but still more light then a nightlight gives off. She has never slept through the night.
When I put her to bed tonight it was still a little light out. So I decided not to turn her lamp on to see if maybe sleeping in a dark room would help her STTN. Am I being cruel? Is she going to wake up and be absolutely terrified of being in the dark, or is this okay?

Personally, I think sleeping in the dark is okay. Babies are very sensitive to stimulation and they were in the dark in the womb, right? My kids have only had the power light from the baby monitor up until a month ago when I bought them a nightlight. We keep the door closed. They were fine.

I forget where I read it, but I've heard that most children don't start to fear the darkness until around age 2. DS' nursery is as dark as I can make it.
