Toothpaste and tooth brushes. I don't know why, but I freak out if I don't have extras. In fact, we are just started a new tube of toothpaste and have a full tube in the cupboard, but I put it on my list to pick up.
ETA: Also, chapstick. I use it all the time, but I pick up all the new flavors, so I have like 10 unopened tubes, plus 10 that I am using. Yikes.
Only if something I like is discontinued or I get an awesome deal on it. Otherwise I don't see the point of having a ton of something that's still available. When I was using Lancome, they tended to discontinue products a lot, so I would buy a few extras to tide me over until I found a replacement. And ever since Urban Decay stopped making nail polish regularly, I've bought two of every limited edition polish set they've put out, even if I don't like all the colors. They're limited editions! And I've given some of my second sets as gifts.
Greeting cards. I'll buy a card with good intentions on sending it (like anniversary card to ILs or parents, or sympathy card, or birthday card...) but then forget to send it. Then another occasion will roll around and I'll buy another card, forget to send it, and the cycle repeats itself. I need to remember to not buy another card again for a long time!
The plastic pots from new plants. I probably got a 100 new ones this year in varying sizes. We cleaned out the garage before winter, so I stockpiled about half of them, much to my husband's horror.
And to be honest, they were all lying in the yard before this. And I already had some in the garage from previous years. Yes, I could be a hoarder. :-(

I have a shitload of Bonne Bell Lip Smackers. Probably 30 tubes around the house at any given time. I get anxious if I don't have one with me. After trying dozens of other lip balms, I always go back to lip smackers. It's the only brand that doesn't make my lips feel irritated/more dry.
I also get anxious if I don't have a tube of lip stuff near me. I used to be hooked on lip smackers - for a good 10 or 12 years, it was my lip stuff of choice. A few years ago, my lips actually got dry and chapped and crackly, so I bought some medicated chapstick and I have not gone back. I keep an assortment of more heavy duty kinds, like the medicated Chap Stick, the Chap stick that comes in a dark blue tube, the stuff that comes in the little blue jar, and the Burts Bee's kind, everywhere. I love when I find a tube in an old jacket pocket or under the bed or something. It's about as exciting as finding cash there too.
We were out of town over new years in a remote area, and at one point, after coming back from a a walk, I couldn't find chapstick anywhere. I started to hyperventilate because I wouldn't be able to get a new stick for a couple more days. Then I found a tube and my blood pressure came back down. For a good three minutes though, I was freaking the fuck out and wondering how gross it would be to slather philosophy hand cream all over my lips for the next 72 hours.
I don't think I hoard anything else though. But I do have a shitton of wine in the house if that counts.
Seltzer. Whenever they go on sale for 4 12-packs for $10 (fairly often) I buy like 8. I generally have about 12 12-packs stacked in the corner of my kitchen. If I have less than 4 I start to get twitchy.

Toilet paper. I've been weird about this since I was a kid; I used to pester my parents to buy extra even when we had plenty. Apparently I died in a past life from lack of TP.
I have way too much assorted lotions, because I rarely remember to use lotion. I have taken to bringing the hotel lotions to work though, because they are nice tiny size to keep on my desk or slip into my purse. If it's sitting in front of my all day I remember to use it.
I'm also a lip balm hoarder, and I still have enough contact lens cases to last a normal person several years even though I haven't worn contacts in over three years. (My MIL sometimes forgets her case when she comes to visit, so it's actually handy to still have these.)
generally i don't, but we had vouchers to use up when we evacuated for a forest fire in september so i have a lot of bath stuff right now. body wash, shampoo, toothpaste, etc.
i do have chapstick stuffed in a dozen different places though. there is nothing i hate more than realizing i'm without.

I have a lot of b&bw shower gels and soap, I stock up during the sales. And their scented candles, love those! I like to have extra toothpaste as well.
Pledge cleaning wipes. I use them on everything! I just carry a pack around with me when I clean. They're pretty pricey when full price, so I buy 2 every time they're on sale. Apparently I have not been keeping track of how many I have, when I put the lastest 2 packs away yesterday it brought me up to 12 :-|
Reading this makes me so glad to know I am not alone in hoarding lotions/body butters and lip balm. I have a huge box of them in my linen closet, plus at least one of each in every handbag, work bag, gym bag, glove box, desk or table I come into contact with.

I have a 5-gallon capacity basket to store my chocolate chips, but I bake a lot (and it's not all just semisweet chips; I probably have 10 different kinds. Also, at one point I had 49 bars of Dial soap; I'm currently down to about 5 and getting palpitations that I may run out. And TP, ohmigawd, the TP: there are 3 of us in the house and I be I'm down to 15 rolls from a high of 48 or so. And vinegar ... I must have bottles of vinegar, again, all different flavors, but really, no one needs 7 vinegars to choose from. So yeah, I guess I hoard some stuff. Oh, and Suave shampoo and conditioner, which I can't resist buying when it's 88 cents/bottle. I usually have double digits, although we did run out just this week, and I had to was my hair with Dial soap.
Shampoos and shower gels. But not just any shampoo or shower gel... only favorite scents that wind up discontinued. I can not bear to use up the rest of a bottle knowing that it's the last time I'll ever smell it. Strawberry Lemonade shower gel from BBW. Bigelow's mentha shower gels in lemon and orange. And even a few ancient ancient trial size bottles of the old school Herbal Essences.
I have a canning problem. I've only started doing it since September, but we've got almost 100 jars of food in the basement now. :S
I have this problem, too. Except I didn't get around to canning much this year, so I just have boxes of empty jars. When people ask me if I need more, I tell them yes.

I have a problem hoarding jars from store bought sauces and such. Like I am ever going to need them. We have enough canning jars from FIL making salsa if I ever had a legitimate jar need.

I just bought 20 cans of tomato paste. I use it often when making spaghetti sauce and they were on sale for 25ยข each. My local grocery store is changing their labels and getting rid of the old style of things.
I have some very intentional stockpiles of stuff I knew would be hard to find here (Shanghai, China): tampons (I have hundreds haha) purse size packs of tissues (1/2 the bathrooms here have no TP, so they come in very handy) body wash deodorant travel size stuff lotions
and the other day I needed shampoo and they had a buy 1 for 1 price or buy 2 for just slightly more than 1. I bought two...conditioners. So I went back later and bought 2 shampoos, so now I have about 4 liters of shampoo and conditioner. yikes.
