We used to go swimming in the Pacific ocean off the Oregon coast (so cold water) in 60 degree weather as long as it was sunny and not windy. My mom didn't do wind + sand.
I grew up in Alaska and it was pretty much the same. We'd go swimming in the parks and ocean as long as it was above 60. I was running around up to my thighs in water, trying to catch starfish, when I was just recently back.
We're going to go this afternoon, though it may be hotter then. It does feel mild out right now, but I think it's cooler down south.

Yeah, I mean the thing here is that if you're not directly in the sun, it honestly doesn't feel that hot. Part of the kid pool at ours is in the shade and it can be downright chilly, even in hot temperatures.

Yep. High of 76 here and we're about to go tubing in Puget Sound where the water temp is mid 50's.

It's just different here! It's significantly cooler in the shade, no matter what the outside temperature is.
Eta: It feels hotter in the sun than the outside temperature too.
I don't want to live in a place where locals think 88 is "cool-ish".
As for a zombie apocalypse, I'm sure the zombies will freeze solid for 6 months so we can kill them in their frozen state and then afterward have a nice evening around the fireplace with some hot chocolate. No problem.
I make my kids go in for their lessons if it is above 65. For me, above 75 is good, but I'd go in at lower temps if I had to (meaning, it was the only entertainment available for the day, lol)
Oh and it is 88 feels like 95 right this moment, and I'm hiding inside and refuse to leave the house for any other reason than the pool for the rest of the day. I went biking and was dying.
