It sounds like you let this issue with the jeep become a giant clusterfuck, then he was douchey about his response about WHY you couldn't use the truck.
In short, I am shaking my head about the whole thing.

The other part of the story is my Husband was pushing for me to work at his job, really pushing. And everyone jumped on the "omg he's controlling you" bandwagon.
When it turned out that he was pushing so hard because he just wanted me to apply anywhere and get a job if I wasn't going to do anything at home.
I applied to places, got interviews, was never hired. I then went back to school. He stopped talking about his work as soon as I started applying for jobs.
This was also before marriage classes, before we took the time to understand what each of us wants from the other. It's come a loooong way.
From all this, it sounds like things are pretty normal.
I mean, obviously it would be nice if no one ever overreactted, but the fact he came back, apologized including explaining his though process, that sounds like a pretty healthy relationship.
Now, if this happens once a week or more, then yeah, there's a bigger problem. But overreacting because you're tired, sick, etc., is crappy, but not automatic signs abuse. Shit happens.

Because it is not inspected. Registration is completely separate from inspection. Her car is registered with the state of pa, insured but not inspected which can lead to being pulled over and fined. You don't have to prove inspection when getting registered ever year. It is like 35 bucks, copy of insurance card and number of miles.

There's back story on him not wanting her to work, getting on her case about housework or sumshit, then when she wanted to work insisting that it be at his workplace which has nothing to do with her experience or interests and where she was scared his coworkers would keep tabs on her and he would boss her around about the right way to do things.
I can only base on what I've seen here, but dude sounds controlling. Add to that screaming at her "fuck this", making her feel inadequate and yeah that's what emotional abuse looks like. Controlling everything someone does, criticizing everything someone does, imposing your own expectations and not giving a shit about what they think.

He had a broken tooth; he went to the dentist and they put him on anti-biotics until the Monday after Thanksgiving when he can get them pulled. But in the meantime, there is still pain which is giving him headaches and such.

Registration doesn't always match up with inspection. My car gets registered in May and inspected in December. Its dumb.*
Sorry your H is being an ass. I hope you two can figure out the best solution for what to do with the car.
I always drop the "to be" as well. Even when speaking. It happens.
*ETA: I don't know if OP is in PA, but I know that my registration is linked back to when the first car that was in my name was due for registration. When I bought my new car, I didn't buy a new registration, just transfered it. So, the registration stays with the person, but the inspection stays with the car.
I'm from Central, PA. I never owned a car before so this is all new registration for me. Either way, I wish PA had the same rules as other states. It would be so much easier.
$34 for registration $75 for inspection (if nothing at all is wrong) $30 some for emissions

You are paying WAY too much for a PA inspection. Mine is usually $22 including sticker (no emmisons required in my county) Registration is $36. I'd look around for a different mechanic.
Fine for getting caught with an expired inspection is ~$110. ($25 fine with all of the add on fees)

All I got out of this entire post is that California fucking RAPES us when it come to (YEARLY!!) vehicle registration and (EVERY OTHER YEAR!!) smog tests - that are tied to the specific vehicle.
