Has he given any indication previously that he has wanted an intimate relationship with her, do you know? Like while her mom was still alive?
No, I don't think so. She was shocked and traumatized. I take it if you used to be creepy before she would not have been seeing him every week, you know?

WTF? I feel sad for your friend and her daughter. I hope the step dad gets some kind of counseling and moves on to a more appropriate relationship. You would think when he realized she was kind of horrified he would have been like "oh, yeah, I was TOTALLY kidding, that would be gross. Can you imagine if I was serious? LOL."
This is horrible and disgusting for your friend. I have to agree with others and wonder if (hope!?)this is some type of grief response because if not, just...gross.

Oh wow - the first time I might have written it off as a poorly worded or delivered joke but the follow up is straight up horrifying. How do you even respond to that other than to just stand up and leave? Oh my.
I feel grossed out just knowing my bio-dad married someone around my age. I can't imagine.
My worst fear growing up was that, since we could have not recognized each other, he would flirt with me. I never even imagined anything else because I wouldn't have paid attention to a man of his age back then but just that thought. Ew Ew Ew Ew
That or just thinking MY dad (stepdad too) would pull something like this? Ew no. I'd be so disturbed about my whole life with him. Honestly I would recommend a serious psychiatric evaluation because I'd just think he snapped.
