Oh yes, absolutely. Assistant prop manager #7 who was tasked with the heads on sticks for that particular set 100% knew that was GWB's head and chose that one because they thought it was funny. Anybody with a lick of sense would have set it aside because dude - that's not cool - but clearly #7 is an idiot.

Whatever. In no sense is Bush bright enough to be a Lannister. I'd go with possibly a Tully relative. Aside from the Blackfish and occasionally Catelyn, they are not an awesome bunch.

I find it hard to believe they can't afford rubber heads. The production costs on this show are astronomical. They filmed the last season in Croatia, Ireland and Iceland!
