I feel like I do before I'm about to start my period. Achy abdomen, lower back pain, plus I feel like I'm going to puke and *TMI* just had a loose bowel movement.
I feel like crap. What is going on? Is this what Braxton Hicks contractions feel like?

For me BH just felt like tightening of my whole stomach for a few seconds and then it would subside. Have you tried laying on your left side and drinking some water? Are you having any time-able contractions?

BH are generally just tightening of the abdomen. What you're describing could be several things: dehydration, stomach issues, a combination of those things, or early labor. When are you due?
How much water have you had to drink today? Have you been active and/or outside? Sex in the 24-48 hours? They sound like contractions. I would recommend lying down, drinking lots of water and seeing how you feel in an hour or two.

I've not had a whole lot of water today. Not been active and no sex recently.
I am lying on my right side and trying to drink water, but I feel like I'm going to throw up.

Switch to your left side and see if that helps. If you are dehydrated that can certainly cause contractions which it sounds like you are having. Do you have any Gatorade or Ginger Ale that might help with the queasiness? If it were me I would give it another hour of laying down and drinking fluids and if I didn't feel better would call L&D and see what they suggest.
It could be stomach issues which will dehydrate you and not a lot of water obviously doesn't help. Take it easy and try and push water. Even being on the "drier" side of normal in pregnancy will cause uterine irritability and contractions. You have to drink until your pee is clear everyday, especially at this point in the pregnancy.

I felt better for a little while and then started having some mild discomfort. I called the doc again and he said I could go to the hospital just in case, but the local hospital won't take me until I'm 35 weeks, so I would have to go to the hospital 45 mins away. He said he didn't think it was preterm labor because I would have more than mild cramps and they would be timetable. So I decided to wait it out and go see my doc in the morning.
I took a warm bath and am going to go to bed. I don't feel right, but I don't think there's anything to be done right now.
It doesn't really feel like a tummy ache or something I ate.
The baby is moving like she normally does in the evening, so I'm guessing that is good at least?

That's what the on call doc said about the hospital I will deliver at. He said if I was in labor and showed up at the ER, they couldn't turn me away, but that he couldn't call them and tell them I was coming in at 31 weeks.

That's pretty common actually, for smaller hospitals that don't have a NICU. If you show up in labor (or concerned that you might be), they are however under legal obligation to evaluate you, treat you to the best of their abilities, and transfer you to an appropriate facility if necessary. But 35 weeks is the cut-off for a lot of hospitals, if they know that they don't have the capabilities to care for a baby that premature.

I seem to be okay when I'm lying down, but it starts again when I am up and moving about. I am going to my doc's office as soon as they open (9:00).
Depending on what they find today, I bet they will hook up to a monitor to see the contraction pattern, you might be put on some form or bed rest and get meds to control the contractions.
