Tldr: Northam apparently was a pediatric neurologist before being a politician. He spoke on third trimester abortions /TFMR and palliative/hospice (essentially DNR) for severely ill babies that were successfully delivered. It seems to be combining those 2 scenarios

I don't know about the Governor tie in but I believe it's a bastardization of allowing a terminal baby to die with dignity instead of forcing lifesaving measures that will be futile.

I'll be curious to see the final tally on minutes speaking. He does keep interupting and talking, and I do think these moderators are trying to rein him in, but it's just not working.

Harris - I will not ban fracking, and have opened new leases for fracking. We have to invest in diverse sources of energy so we reduce our reliance on foreign oil. We've had the largest increase on domestic oil production. 

I grew up middle class kid, raised by hard working mother, who worked and saved. Not everyone got handed $400 million and went bankrupt four times. 

My focus on protecting women and children from violent crime - based on work I've done. I protect seniors from scams and protect Medicare and SS. I bring values and perspective about lifting people up and not lifting people up and name calling. True measure of leader is the leader who understands that it's important to lift people up.

Trump - I wasn't given that money, I wish I was. I was given a fraction of it and I built it into many billions and everyone is impressed.
