They did. There was a scene of Jackson feeling overwhelmed and begging Taylor to take over again.
Hmm. I wonder if this scene got cut from the versions I've seen because I've watched Season 5 multiple times and don't remember it. I remember Jackson being overwhelmed and ranting and raving to Lorelei and Sookie, but never Taylor.
That struck me as I was rewatching the show recently, too. I also remember Jackson wanting to quit but I never saw a scene where he actually did. I may have missed it, though.

That is one of my least favorite scenes. It's too unlike the rest of the show's style, and out of keeping with the way the characters typically interact with one another. It seemed like the work of a guest director or someone unfamiliar with the show.
Don't get me wrong, Taylor as a character is insufferable, but Michael Winters as an actor totally nails it.
The street name episode is on ABC Family now. Given all the crazy things that get brought up in the meeting when they are voting on if to do it or not, they would have been like, "Hey, we're not opposed to this idea, but you need to tell us what all the street names are going to be first."
