I babysat for people regularly beginning at 11 and was often in charge of my siblings who were 5 and an infant at age 9. If the mom was across the street and a 13 year old was there, I don't think it's that big of a deal.
I wouldn't choose that for my own kids, but I'm not super alarmed.
I''m a mandated reporter too but the system does nothing until a bowm is broken or there is penetration. I file almost weekly and 1 time in 20 years they actually did something.
Huh. I am in MI too and have not had this experience in the reports I have made.

go a head and not believe me that's fine I have not owned one since I was 19 I do not need to be gotten a hold of 24/7 and I have a land line so my phone works when the power is out. it's been that way ever since I have had kids. I pay one phone bill and I don't see the point in owning cell

I would have struck up a conversation.
It all depends, really.
I have two half-sisters who are 10 and 11 years younger. I was a really responsible kid. We had a park in walking distance. I remember walking a block with the stroller at age 10 to push my sister on the baby swing. It was NBD.

Um an emergency with your kids happens and there aren't phones nearby because pay phones are now obsolete...

Also re: mandated reporting. I feel like I say this every time it comes up, being a mandated reporter doesn't mean we have to report every possible questionable situation out in the world. It's more related to our professional jobs. If I see something questionable out in public, I am not mandated to report it. Now, a decent human being would call anyway, but there's not some mandated reporter card we carry.

there is no reason I can not be reached a work and dh is sahd.
I don't have a cell phone, but I do have an open carry license. If a situation looks even a little sketchy, I just start firing. Nothing gets the cops there faster.

Personally, I wouldn't let my almost 8-year-old take a 6-month-old to the park, but I'm confused. Was one of the 13-year-olds actually in charge?

How FL law has been explained to me is that everyone is a mandated reporter "out in the world." (the line of which is obviously very very very grey). It's just that some of us are mandated reporters at work and have to not only report it but cannot do so anonymously. Our area is also less grey since, presumably, we've been trained to know when to report and when not to.
