All I know is it's just regular Internet Explorer. I can see if I can download Chrome or something similar if it'll help.

I'm thinking it's probably an older version of IE that doesn't support current web standards (IE 6 or older). If you go to Settings -> About Internet Explorer you can see what version it is. If it's 7.xx or higher then that's not the problem. If it's 6 or lower then there's no way to fix it - you'll have to update or install a different browser if they'll let you.

It says it is version 8.0. I downloaded Chrome, but it loaded the same way.

I found this - hopefully you are able to change these settings (I know you said it was a work computer):

Your computer may be blocking the .CSS imports. You'll have to add

4d5.net

and

*.4d5.net

to your list of trusted sites.
