You would think so. However, I'm not surprised. He had a hard time filling positions for his admin. I don't remember the exact numbers, but I think he was 50% understaffed at all times.

Not to mention, how many issues did we have during his term related to things that had no true rule or law, but were simply previously adhered to by other administrations out of respect for the office and decorum? I have a feeling the leaks aren't coming from the FBI or DOJ but from someone close to Trump, probably the same person(s) who tipped off the FBI.
